Columbia District is a special case in US rule.
This is the reason that President Trump has a special right to send federal agents and National Guard soldiers to patrol the city streets for at least one month.
It is in the constitution.
Article I, Section 8 provides strength to the Congress “In all cases such districts (not more than ten miles square) to use exclusive law, as occupation of special states, and by the approval of Congress, be the seat of the United States government.”

There was an agreement that the new nation would start the seat of the government anywhere, which is now in HagarStown, MD., Its present place. This bill will convert most of the current city to “Douglas Commonwealth”, named after the elimination Frederick Douglas. So the city will not be a state, but “Commonwealth” such as Pennsylvania, Virginia, Kentaki and Massachusetts.
This bill will be excluded by including Capital, White House, Supreme Court, National Mall and several federal buildings, a health of the land. Supporters of the law argued that this would be the new “seat” of the government set by the Constitution.

But this remedy never got votes in the GOP-controlled Senate.
And there is no possibility of any time for the state soon.
The city is heavy democratic. The new state or Commonwealth will probably choose a Democratic American representative and two Democratic Senators. Republicans will never believe that it will tip the balance of power in the Congress.

The possible passage in the house is always tight due to narrow majority. However, such a plan is likely to be subject to a filibster in the Senate.
Most Republican is keen to follow the leadership of President Trump. In addition, the Republican Republican Democrats of the Congress will embrace the opportunity to dare not to vote on renewal – and will portray them as opposing the order on the streets.
For his share, the President said that he hoped that the Congress would “act” very early. But Mr. Trump noticed that “we can do it without Congress” if he considers it a national emergency.
