The central government is ready to transfer three major bills to the Lok Sabha on Wednesday, August 20, so that a legal structure to remove the Prime Minister, Union Ministers, Chief Ministers and other ministers in the state and UTS can be cordoned to be cordoned.
These bills only talk about allegations, there is no need for punishment by a court.
Union Home Minister Amit Shah, thus, will also proceed to refer to these three bills to refer to a joint committee of Parliament, PTI said, as there is a possibility of facing strict opposition from the bills.
Recently, there have been cases of assigned CMS – such as Arvind Kejriwal in Delhi and Hemant Soren in Jharkhand – who spent several weeks in jail on allegations of corruption.
Bills, including a proposed constitutional amendment, say that if a minister (including the National Capital Region of Delhi) in PM, CM or State or UT is arrested and detained for at least five years of prison for a crime for 30 consecutive days, they will have to resign or be removed by 31st day.
What is the bill called?
The list of government business shared by the Ministry of Parliamentary Affairs along with the Lok Sabha Secretariat for August 20 is included in:
- Constitution (one hundred and thirty -thirty amendments) Bill, 2025,
- Government (Amendment) Bill, 2025; And
- Jammu and Kashmir Reorganization (Amendment) Bill, 2025.
Unlike speculation, however, no confirmation has been made to restore the situation in Jammu and Kashmir for now.

Of these, constitutional amendment – working with PM, Union Ministers and CM and Delhi NCT ministers – special majority will be required. This means that at least two-thirds of the total strength of Parliament, which the BJP-led NDA does not currently have.
For bills dealing with Jammu -Kashmir and other UTS, a simple majority can be done. Thus, this step can face opposition as it will essentially provide powers to the Center to remove a CM or Minister of State only to remove the allegations, and they do not require punishment.
What bills say in detail
Regarding the UTS, the bills and causes section of the bill mentions that there is no provision in the current law to remove the CM or ministers arrested on serious criminal charges and remove the CM or ministers taken into custody. Therefore, it says, there is a need to amend the 1963 Act in this regard.
According to a PTI report, similar arguments are made in the other two bills.
Constitutional amendments for articles 75, 164 and 239aa of the Constitution are proposed, and amendment in the Jammu and Kashmir Reorganization Act is for its section 54, the report states.
The government’s possible step comes when the opposition has been ballistic, which makes allegations of “vote theft” and protest against the special intensive amendment of voters rolls in Bihar. These issues have reiterated Logjam in the ongoing monsoon session of Parliament.
